November 13 - Reestablishment of the buffer zone

Ministry of Natural Resources and Environment of Russia appealed to the Prosecutor General's Office with a demand to reestablish Polistovsky Reserve’s buffer zone.

The corresponding request to the General Prosecutor's Office was sent the Deputy Minister of Natural Resources and Environment Rinat Gizatulin. He stressed that the actions of the Administration of Pskov region, deprived Polistovsky National Nature Reserve of the buffer zone, are flagrant violations of the federal law.

Previously, a decree of the Administration of the Pskov region from 15.05.2015 №229 was adopted, according to which the Regulation on the buffer zone of Polistovsky Reserve was recognized as invalid.

Thus the Federal Law "On Specially Protected Natural Areas", according to which decisions on the establishment or modification of the boundaries of protected areas can be accepted only by Russian Ministry of Natural Resources and Environment, was violated.

Polistovsky reserve has international nature conservation value under the program «Telma» (UNESCO), is in the Ramsar Shadow List, and has the status of a key ornithological territory. It is also an important place for migratory birds,  preservation and study of which corresponds to the objectives of the Bonn Convention and the International African-Eurasian Waterbird Agreement (AEWA). The unique wetland ecosystems of the reserve provide a high biological diversity in the region, the preservation of populations of several species of rare plants and animals, including those listed in the Red Data Book of Russia.

As R. Gizatulin explained, Polistovsky buffer zone is a necessary buffer that protects the unique natural complexes and objects from adverse human impacts.

"The economic development of the territory will have irreversible consequences for the nature of the entire region. Logging will lead to changes in the hydrological regime of unique wetland ecosystems and forests, will begin irreversible changes in land cover, which will result in reduction and disappearance of populations of birds of prey such as the Golden Eagle and the Peregrine Falcon, and many other endangered species ", - said R. Gizatulin.

Ministry of Russia appealed to the General Prosecutor of Russia to annul the decision of the Administration of the Pskov region from 15.05.2015 №229 immediately as contrary to federal law.

Similar letters were also sent to the Prosecutor's Office of the Pskov Region, Pskov Region Governor Alexander Turchak and Presidential Envoy to the Northwestern Federal District Vladimir Bulavin.

Ministry of Russia also demanded to stop illegal logging carried out in the Remdovsky sanctuary (Pskov region), which resulted in significant damage to forest in the sanctuary.
